INDIAN MARITIME SECTOR - THE WAY AHEAD

India comprises a significant maritime sector as it is strategically located on the world’s shipping routes, with one of the longest coastline of about 7517 km. With 12 major and 200+ non-major ports, along with a vast network of navigable waterways, the scope of increasing the trade volume is enormous. Not only will it reduce the logistics costs massively, it will also cut down the delivery time. India’s maritime sector is also critical as 80% and 50% of India’s oil and gas needs, respectively, are sourced from various parts of the world via sea routes.
India has had a glorious maritime history with shipbreaking and shipbuilding activities contributing towards the blue economy. The maritime industry has been flourishing since the Indus Valley civilization and bloomed in the first decade of the 20th century.
Key steps towards the Smooth Functioning of Supply Chains :
The government has been undertaking several initiatives to accelerate the development of the shipping sector. Thanks to their efforts, the Indian shipping tonnage has witnessed remarkable growth since independence. Furthermore, the growth in international trade and the removal of trade barriers enabled developing countries like India to concentrate on infrastructural improvement, thus, placing the shipping industry, among others, in an advantageous position. To name the few examples :
Sagarmala Programme: The port industry accounts for less than 10% of Indian cargo movement. However, the government wants to double this by 2025 with its ambitious Sagarmala Programme. It was launched in March 2017 to reduce the logistics cost and time of the EXIM cargoes.
Ghogha-Hazira RoPAX Ferry: Ro-Pax ferry service between Hazira and Ghogh, which will shorten the journey between cities to 3-4 hours compared to the earlier 10-12 hours.
Port development: The Ministry of Ports, Shipping and Waterways implemented several infrastructure development projects to expand port capacity.
Inland water transport: Some major inland water transport projects are also being implemented under the Jal Marg Vikas Project. They aim to overcome technical challenges to support 24*7 navigation by implementing River Information System & Differential Global Positioning System (DGPS).

The contribution of various regions to world seaborne trade volume underscores the dominance of developing countries both as exporters and importers, a shift from earlier patterns when they served mainly as loading areas of high volume goods.

The sector is on a high-priority list for the Government as it is one of the components of national infrastructure. Being a focus area for development and refurbishment, Indian ports are increasingly becoming an attractive investment option for investors scouting for opportunities in Indian market.
The milestone achieved by the State of Gujarat in the port sector is by a virtue of its 1600 kms long coastline, its innovative strategic initiatives, proactive measures by the Government and above all a competent and channelized guidance provided by Gujarat Maritime Board.
With the dynamic vision and investor friendly policies, Gujarat has been successfully encouraging private investment in non-major ports and modernization of the existing port. This has resulting into Gujarat handles now 40% of the country’s cargo amounting to over 514 million metric tons. The port led development has transformed areas such as Kutch and South Gujarat into industrial hubs and has provided employment to many. Gujarat also has a wide network of roads which provides connectivity till the last mile.
Keeping this in mind, the 11th National Conference on Infrastructure and Ports with the theme "Port Sector in India: Integrated Approach for Sustainable Development” was organised on 29th June, 2022 at Ahmedabad Management Association (AMA) Auditorium, Ahmedabad.
The guest for the inaugural session were Dr. Sashank Shende, Joint Development Commissioner, SEZ, GOI, Ahmedabad; Shri Kalpesh Vithlani, General Manager – Projects, Gujarat Maritime Board, Gandhinagar and Shri Vinod Kumar, Principal Advisor, Bharuch Dahej Railway Company Limited. The conference was divided into two technical sessions covering almost all aspects of port and allied industry. Around 10 experts and industry leaders shared their experiences and make presentations on various critical issues, Technological Innovations, case studies, etc. The deliberations were gone a long way in creating awareness regarding the enhancing port efficiency through better technology. Around 300 delegates from across India turned the venue of the conference happily overcrowded.

Gujarat Maritime Board was created in 1982 under the Gujarat Maritime Board Act, 1981, to manage, control and administer the minor ports of Gujarat.
Inception of Gujarat Maritime Board brought all stakeholders under one roof and resolved the then existing issues in the Port sector like obsolete technology, low loading rates, congestion and delays, poor connectivity with the hinterland etc.
Over the next two and half decades of operation, GMB planned the integrated development of new ports, along with the required road and rail links. It also took a lead in developing privatizing port services as well as facilitating private and captive jetties. The State’s Port Policy Statement of December 1995 spelled out an explicit strategy of port-led development, including the creation of 10 completely new world-class ports, in which private-sector participation played a dominant role. At the crack of new millennium, the sector received a thrust, which put the port sector in Gujarat in a completely new orbit. GMB explicitly came out with many policies as BOOT Policy, Captive Jetty Expansion Policy, and New Shipbuilding Policy to promote port led development in the State.
GMB presently manages the 48 minor ports of the State with a vision 'To enhance and harness ports and international trade as vehicles for economic development'. It is perhaps the only maritime body with an enviable feat, nationally and internationally.
