PORT SECTOR IN INDIA: INTEGRATED APPROACH FOR SUSTAINABLE DEVELOPMENT

Developing countries contribute increasingly larger shares and growth to the world GDP and merchandise trade. The contribution of various regions to world seaborne trade volume underscores the dominance of developing countries both as exporters and importers, a shift from earlier patterns when they served mainly as loading areas of high volume goods.
With 13 major ports and around 200 minor & intermediate ports, India’s 7, 517 km long coastline plays a vital role in maritime transport along with offering huge international trade capabilities.
The sector is on a high-priority list for the Government as it is one of the components of national infrastructure. Being a focus area for development and refurbishment, Indian ports are increasingly becoming an attractive investment option for investors scouting for opportunities in Indian market.
Indian Port Bill 2021: A step towards accelerating India’s Port Development
As per the PIB report, in FY 2020, the traffic handled at Indian ports is about 1.2 billion MT, which is expected to increase to 2.5 billion MT by 2030. On the other hand, only a few ports in India are having deeper draft which can handle capsize vessels. In addition, there are around 100 non-functional ports distributed across the coast of India. The ever-increasing size of ships mandates to have deeper draft ports and indeed mega ports need to be developed. Similarly, the non-functional ports also need to be prioritized and developed.
A national-level integrated approach is required to augment the existing ports or to develop new ports in an efficient and sustainable manner which in turn will reduce the freight costs to a greater extent and improve the trade growth.

Gujarat is a pioneering, futuristic and entrepreneurial state of the country. Gujarat's maritime sector is considered to be the most proactive and well developed sectors of India.
The milestone achieved by the State of Gujarat in the port sector is by a virtue of its 1600 kms long coastline, its innovative strategic initiatives, proactive measures by the Government and above all a competent and channelized guidance provided by Gujarat Maritime Board.
With the dynamic vision and investor friendly policies, Gujarat has been successfully encouraging private investment in non-major ports and modernization of the existing port. This has resulting into Gujarat handles now 40% of the country’s cargo amounting to over 514 million metric tons. The port led development has transformed areas such as Kutch and South Gujarat into industrial hubs and has provided employment to many. Gujarat also has a wide network of roads which provides connectivity till the last mile.

Gujarat Maritime Board was created in 1982 under the Gujarat Maritime Board Act, 1981, to manage, control and administer the minor ports of Gujarat.
Inception of Gujarat Maritime Board brought all stakeholders under one roof and resolved the then existing issues in the Port sector like obsolete technology, low loading rates, congestion and delays, poor connectivity with the hinterland etc.
Over the next two and half decades of operation, GMB planned the integrated development of new ports, along with the required road and rail links. It also took a lead in developing privatizing port services as well as facilitating private and captive jetties. The State’s Port Policy Statement of December 1995 spelled out an explicit strategy of port-led development, including the creation of 10 completely new world-class ports, in which private-sector participation played a dominant role. At the crack of new millennium, the sector received a thrust, which put the port sector in Gujarat in a completely new orbit. GMB explicitly came out with many policies as BOOT Policy, Captive Jetty Expansion Policy, and New Shipbuilding Policy to promote port led development in the State.
GMB presently manages the 48 minor ports of the State with a vision 'To enhance and harness ports and international trade as vehicles for economic development'. It is perhaps the only maritime body with an enviable feat, nationally and internationally.
Port sector plays very crucial part for the development of any nation. In order to meet the increasing trade requirements, capacity building of existing as well as new port has been given the highest priority.
Towards easing “Ease of Doing Business”, the Shipping Ministry has identified many parameters for reducing turnaround time and transaction costs at the major ports, which includes removal of manual forms, direct port delivery, installation of container scanners, e-delivery orders, radio frequency identification-based gate-automation System, etc.
Realizing the importance of this it was our effort to understand the world's best practices with regards to Maritime development in Gujarat. Keeping this in mind, the 10th National Conference on Infrastructure and Ports with the theme "Enhancing Port Efficiency Through Better Technology” was organized on November 16, 2019 at H.T Parekh Auditorium, Ahmedabad Management Association (AMA), Ahmedabad.
The guest for the inaugural session was Dr. Darshan Mashroo, Director, EPT Global Logistics Private Limited & Visiting Faculty, Export-Import Management and International Finance, Gujarat University, Ahmedabad; Shri Shailesh Garg, Director, Drewry Maritime Services Private Limited, Gurgaon and Shri Amlan Bora, Trade & Investment Commissioner, Netherlands Business Support Office (NBSO), Embassy of the Kingdom of The Netherlands, Ahmedabad.
Special address was delivered by Dr. Darshan Mashroo during the inaugural session. He discussed about Innovative Triggers by GOI in Logistics and Supply chain. He also talked in detail about the various policies of Government.
The keynote speaker Shri Shailesh Garg shared his valuable experience on the subject of Enhancing Port efficiency through Better Technology - Overview of Maritime Technology Landscape. He threw the lights on Key Trends, Opportunity and Challenges of Port Sector.
Shri Amlan Bora shared the background of the Netherlands. Further he had explained about the Netherlands being the gateway to Europe contributes significant amount through ports & Maritime Sector. He has covered the challenges in front of Indian Port Sector. He had touched the topics of Energy/Renewable energy/ Energy transition, Waste of Chemicals, Digitalisation and innovations and Supply Chain Challenges. He threw light on Innovation Ecosystem and need for the Sustainable infrastructure.
The conference was divided into two technical sessions covering almost all aspects of port and allied industry. Around 10 experts and industry leaders shared their experiences and make presentations on various critical issues, Technological Innovations, case studies, etc. The deliberations were gone a long way in creating awareness regarding the enhancing port efficiency through better technology. Around 300 delegates from across India turned the venue of the conference happily overcrowded.
